Introduction: the ground shifted again

Marketing S'mores mascot pointing at a dark analytics dashboard

In February 2026 the first edition of this playbook said one thing: creative is the new targeting. Meta had retired the rules-based auction every 2024 account was built on and replaced it with Andromeda, GEM and Lattice. Your job stopped being "steer the platform" and became "build the vehicle."

That thesis held. What nobody expected was how fast Meta would keep pulling levers out of your hands. In the nine months since, Meta made Advantage+ the default for every Sales, Leads and App campaign, downgraded your detailed targeting from a rule to a suggestion, removed placement exclusions from ad sets, split attribution into click-through and engage-through, put a Creative Diversity score in Ads Manager, launched an LLM-scale ranking model, started charging location fees in Europe, switched product browsing on inside your live ads, and began testing an AI assistant that edits your campaigns for you.

Meta's own numbers say it is working for Meta: the ranking upgrades delivered 8.3% more clicks and 15.7% more conversions on Facebook in Q2, and GEM alone was credited with 18.9% more conversions by October. A third-party study of 3,014 ecommerce advertisers across $834 million in spend during the Andromeda rollout found the opposite for a lot of individual accounts: average ROAS fell 7%, and the accounts that had been performing best before were hit hardest.

Both are true. The system got better at finding buyers. It also stopped rewarding the specific skills that made good media buyers good in 2024. This edition is about which skills replaced them.

The thesis for 2027 is the same sentence with one word added: creative is the new targeting, and signal is the new budget. Everything below flows from those two.

Chapter 0: the 2026 changelog

Every change that moved money this year, in order, with the one thing to do about it. If you read nothing else, read this table and Chapter 7.

When

What Meta changed

What to do

Jan–Feb

Advantage+ becomes the default for Sales, Leads and App campaigns; manual and Advantage+ creation merged into one flow. ASC renamed Advantage+ Sales; ASC and AAC APIs deprecated.

Stop fighting it. One Advantage+ Sales campaign is the scaling unit.

Feb

Manus AI agent embedded in Ads Manager under Tools for reports and audience research.

Delegate reporting. Keep decisions.

Mar

Detailed targeting removed for sensitive categories (health, religion, politics, orientation). Meta acquires Moltbook.

Rebuild any ad set that leaned on those interests around first-party lookalikes and creative.

Mar 25

Creator Fast Track: Meta pays creators up to $3,000/month to post Reels; no exclusivity.

Add a Facebook Reels cross-post clause to every creator contract.

Mar 31

Adaptive Ranking Model (ARM): LLM-scale ranking at sub-second latency, +3% conversions, +5% CTR on Instagram.

Creative fatigue cycles compress from 14 days to about 5. Plan refresh accordingly.

Apr

Advantage+ generative suite goes global: bulk branding, image-to-video, AI music, dubbing.

Use it for volume. Not for the concept.

Jun

Attribution split: click-through now counts link clicks only; everything else moves to a new engage-through column.

Re-baseline every account before someone asks why conversions "dropped."

Jul 1

Location fees: 5% Austria and Turkey, 3% France, Italy, Spain, 2% UK, billed on top of spend, after delivery.

Recalculate break-even ROAS by country. Tell finance it is a separate line.

Jul 29

Generative Recommender (GenRecs): LLM-powered ad ranking goes live.

Signal quality now decides who the model can find. Fix EMQ first.

Aug 10

Exclusion-only custom audiences for Advantage+ Sales.

Upload customers and suppress them. This is the targeting control that survived.

Aug 21

Placement exclusions removed from ad sets; up to 5% of budget can reach "excluded" placements anyway.

Build creative that survives every placement. Stop pretending you control it.

Aug–Sep

Creative Diversity rating (Low / Medium / High) appears per ad set. Advantage+ value optimization threshold drops from 50 to 25 conversions a week.

Get every ad set to High. Smaller accounts: turn on value optimization now.

Sep 29

Muse for Small Business: approval-gated Meta AI agent that connects to ad accounts. Meta One puts human support behind a fee.

Decide now what an agent may touch in your account. Write it down.

Oct 6

Advertising Week: static-to-video GA in Advantage+ creative, Ads Creative Studio widens, Catalog Product Video beta, Customer Lifecycle Strategy open to everyone, AI assistant tests agentic actions (create campaigns, change targeting and budget from a prompt), Ads MCP server expands.

Mark acquisition campaigns as acquisition. Test the assistant on a $20/day campaign before it sees a real one.

Oct 8

Meta bans ByteDance ads and any ad linking to TikTok in seven countries including the US.

If you send Meta traffic to TikTok Shop, you are done doing that.

Oct 26

Threads becomes a default placement globally.

Watch blended CPM and Threads-sourced conversion quality for 30 days.

Oct 28

Product browsing switched on in existing ads unless you opted out (Meta: +3% conversions in a 117,700-advertiser test).

Check it is on or off on purpose. If your landing page is the sale, opt out.

Nov 20

New Commercial Terms and Self-Serve Ad Terms take effect (moved from Oct 30). Continuing to advertise is acceptance.

Read the generative-AI creative clause. It now lives inside the ad terms.

Chapter 1: the machine you are feeding in 2027

Marketing S'mores mascot peeking around a brick wall

The February edition described four systems. Two more shipped this year. Here is the stack as it stands going into 2027, in the order an ad impression moves through it.

System

Job

What changed in 2026

What it means for you

GEM (Generative Ads Model)

Foundation model. Learns from all behavior across Feed, Reels, Stories, Messenger, WhatsApp. Teaches the others.

Credited with +18.9% conversions by October. Compute tripled in January.

The model knows more about your buyer than your audience settings do. Stop restricting it.

Andromeda

Retrieval. Scans every active ad, assigns each creative an Entity ID based on its pattern, shortlists about 1,000 candidates per user.

Now processes over 1 billion candidate ads a second. Reads creative elements directly.

Near-identical ads collapse into one Entity ID. The Creative Diversity rating is this, made visible.

GenRecs / ARM

LLM-scale ranking of the shortlist using long sequences of a user's behavior, at sub-second latency.

ARM shipped Mar 31 on Instagram; Generative Recommender went live Jul 29.

It reads intent from behavior sequences. Thin pixel data starves it.

Lattice

Unified ranking across every surface and objective. Makes the final delivery call.

Threads added as a surface Oct 26. Placement exclusions effectively gone.

One campaign, all placements. Creative has to work everywhere.

UTIS

User True Interest Survey. Asks users 1–5 how well a video matched their interests; calibrates Lattice.

Shipped January.

Engagement bait gets caught. Relevance is scored by humans.

The assistant layer

Manus, Muse, the Ads Manager AI assistant, the Ads MCP server.

Moved from analysis to action in October: creates campaigns, edits targeting and budget, staged for approval.

Chapter 5.

The one number to remember: Meta reported the ranking stack produced 15.7% more conversions on Facebook in a single quarter. That lift is not evenly distributed. It goes to accounts that give the model what it needs: many distinct creative concepts, clean conversion signal, and room to deliver. Accounts that restrict it get the Confect result: ROAS down 7%, and the better you were at the old game, the worse it got.

Chapter 2: creative diversity is now a scoreboard

Marketing S'mores mascot crying holding a cracked heart

In February the Entity ID trap was something you had to infer. Now Ads Manager tells you. The Creative Diversity rating scores each ad set Low, Medium or High, and Meta's own explanation is the Entity ID concept word for word: near-identical ads are grouped, so the same image with a different crop or headline counts as one creative.

Thirty ads with a Low rating is one ticket in the lottery. The goal for every ad set is High, and the way to get there has not changed since the first edition.

The 3-3-3 framework still holds

Three funnel stages (problem-aware, solution-aware, ready to buy), three angles per stage (different buyer motivations, not different wording), three formats (static, video, carousel or catalog). Up to 27 concepts, each a distinct Entity ID. The February edition has the full matrix; it has not needed a rewrite.

What has changed is the pace. ARM compressed creative fatigue from roughly 14 days to about 5. Brands testing 20 or more new ads a month are reporting around 65% higher ROAS than brands testing fewer than 10. That number comes from an agency's client base, not Meta, so treat it as directional. The direction is not in doubt.

What Meta's generative tools are for

Static-to-video is generally available inside Advantage+ creative as of October. Ads Creative Studio is rolling out widely. Catalog Product Video is in beta. The April global rollout added bulk branding, AI music and dubbing. Meta has said out loud that its goal is fully automated ad creation by the end of 2026, from a product image and a budget.

Use these for volume and never for the concept. A static image turned into a video by Meta is still the same Entity ID family as the static. It fills out formats; it does not add a ticket. The three things that create a new Entity ID are a different person on camera, a different setting, and a different format of storytelling. Those are still made by humans, or by you directing a tool with a brief.

UGC and Partnership Ads: the cheapest new Entity IDs you can buy

A creator's video run as a Partnership Ad carries the creator's Entity ID, not yours. That is an entirely new pool of users your brand account could never reach. In 2026 Meta made this easier three ways: Creator Fast Track pays creators to post Reels on Facebook (so your creators are already there), Creator Marketing Hub went global, and Partnership Ads are coming to the Ads MCP server. The contract clause from the March issue still stands: every creator deliverable cross-posts to Facebook Reels within 24 hours and is whitelisted for Partnership Ads.

The 10-minute diversity check

  1. Open your scaling campaign. Note the Creative Diversity rating on each ad set.

  2. For any ad set below High, screenshot the ad thumbnails and group them by what they look like. The number of groups is your real creative count.

  3. Brief one concept per missing group: different person, different setting, or different format. Not a new headline.

Chapter 3: account structure for 2027

Marketing S'mores mascot pointing at an ad dashboard

The two-campaign structure from February (one Advantage+ scaling campaign, one ABO testing campaign) is still the right shape. Four 2026 changes alter what goes inside it.

Dimension

2026 edition said

2027 edition says

Campaigns

One Advantage+ Shopping + one testing campaign

Same shape. It is called Advantage+ Sales now, it is the default, and the old ASC API is deprecated. Mark it as an acquisition campaign under Customer Lifecycle Strategy.

Targeting

Broad or Advantage+ Audience

Broad. Detailed targeting is a suggestion the model can ignore, and sensitive categories are gone. The one control that survived is exclusion: upload your customer list as an exclusion-only custom audience so acquisition spend goes to new people.

Placements

Advantage+ placements

You no longer get a choice at ad set level, and up to 5% of budget reaches placements you "excluded." Threads is a default placement since Oct 26. Make creative that survives Reels, Feed, Stories and Threads; check Threads-sourced conversion quality at 30 days.

Optimization

Purchase, or highest-intent event your volume supports

Value optimization now unlocks at 25 conversions a week instead of 50. If you were under the old line, turn it on. Product browsing is on by default inside your ads since Oct 28; decide on purpose whether the in-app browse or your landing page is the sale.

Budget

CBO, vertical scaling +15–20% every 2–3 days

Unchanged, with one addition: in the EU and UK, add the location fee on top of spend caps when setting budgets. A $1,000/day Austria budget bills $1,050.

Testing

ABO, one concept per ad set, 50–75 conversions or 7–14 days

Unchanged, but run it to a High diversity rating as the exit criterion, and shorten the no-touch window to 5–7 days now that ARM finds winners faster.

The product browsing decision

Since October 28, tapping your ad may open an in-app product view with suggestions before the user reaches your site. Meta's test showed 3% more conversions on average across 117,700 advertisers. "On average" is doing a lot of work in that sentence. If your landing page carries the offer, the bundle, the social proof and the upsell, the in-app browse strips all of it. If you sell a simple catalog at list price, it probably helps. Check the setting on every live ad; it was switched on for you.

Chapter 4: signal is the new budget

Marketing S'mores mascot shocked at an invoice

GenRecs ranks on long sequences of user behavior. If your Conversions API sends thin or late data, the model is guessing at who converted, and it will optimize toward the wrong people with great efficiency. Operators who fixed the data pipeline before touching creative this year reported 15–25% ROAS lifts on the same ads.

Two numbers, ten minutes

  1. Event Match Quality. Events Manager, Diagnostics. Below 7.0, nothing else in this playbook works. Server-side CAPI with hashed email, phone, and external ID on every purchase event is the fix nine times out of ten.

  2. Active campaigns per product line. More than five and the data is too fragmented for the model to learn. Consolidate.

The attribution split

Since June, click-through attribution counts link clicks only. Likes, comments, shares and video views that used to count as clicks now land in a separate engage-through column. Nothing about your actual sales changed; your reported numbers did. Before anyone compares Q4 2026 to Q4 2025, re-baseline with both columns visible, and make sure the person who reads your reports knows the definition moved.

MER is still the north star

Marketing Efficiency Ratio (total revenue divided by total marketing spend) is the only number that does not move when Meta changes a definition. The decision table from the February edition is unchanged: above target and rising, scale; at target, hold and test creative; below and rising, hold; below and falling, cut and audit. Triangulate Ads Manager, GA4, and the bank account monthly. Run a Meta incrementality test twice a year.

Location fees are a budget line

Since July 1: 5% in Austria and Turkey, 3% in France, Italy and Spain, 2% in the UK, billed after delivery on top of your spend cap. Recalculate break-even ROAS per country, build the buffer into the monthly forecast, and tell finance the fee is a separate invoice line so month-end reconciliation does not blow up.

Chapter 5: the agent in your account

Marketing S'mores mascot with a laptop

This chapter did not exist in February. In 2026 Meta put four AI agents inside or next to your ad account: Manus in Ads Manager (February) for reports and audience research, Muse for Small Business (September) with approval-gated account access, the Ads Manager AI assistant (October) now testing campaign creation, targeting and budget changes from a chat prompt, and the Ads MCP server that lets approved third-party agents stage work as drafts. Meta's claim: advertisers who take the assistant's recommendations see about 5% more conversions at the same cost.

The question for 2027 is not whether to use them. It is what they are allowed to touch.

Let the agent do it

Keep it human

Pull reports, build dashboards, summarize performance by concept

Decide what the concept is

Audience research and exclusion list hygiene

Which customers are excluded and why

Generate format variants of an approved concept (static-to-video, resizes, copy variants)

The brief: angle, person, setting, offer

Flag fatigue (CTR down 30% from week one) and stage a pause

Approve the pause. Approve any budget change over 20%.

Scheduled monitoring and alerts

Reading the alert and deciding

Practical rule: every agentic action lands as a draft for approval. Keep it that way. Test the assistant on a $20/day campaign for two weeks and read every draft it stages before it is anywhere near the scaling campaign. The operators who get hurt by this will be the ones who let it run because it was easier than reading.

One more line from the September changes: Meta One put human support behind a monthly fee. If your account is large enough to need a human at Meta, budget for it.

Chapter 6: the channels that did not exist in February

Marketing S'mores mascot with a clipboard

A Meta playbook that only covers Meta is a 2024 document. Four things opened up this year that a Meta buyer has to plan around.

ChatGPT is a paid media channel. OpenAI's ad pilot crossed $100 million in annualized revenue in six weeks with 600-plus advertisers, 80% of them SMBs, and self-serve opened in April. OpenAI then hired Meta's former VP of Global Clients to build the ad business. The intent signal is unlike anything on Meta: you are not interrupting a scroll, you are standing next to a decision that already feels made. Carve out a test budget before CPCs find their level.

Instagram caption links and the Verified tier. Meta Verified accounts can put clickable links in captions, capped at 10 a month, and Meta's stated goal is 90% of ad revenue from verified advertisers by the end of 2026. Verification is becoming a cost of doing business on the platform. Treat the 10 links as paid slots: product drops, offers, newsletter signups.

Creators are getting paid to be where you already advertise. Creator Fast Track pays $1,000–$3,000 a month for 15 Facebook Reels. Your creator spend goes further if the contract requires the cross-post and the Partnership Ads whitelist. Zero additional production cost, a new Entity ID per creator.

Retail media and Reddit. Retail media is 22% of total media budgets and Amazon's share of it fell from 56% to 46% in a year as Walmart Connect and mid-size networks grew. Reddit is testing AI shopping carousels built from community recommendations. If your product has real love on Reddit, that free channel is about to become a paid one; get your feed active first.

The common thread: every one of these rewards a brand with a clear offer and creative that already works on Meta. They are not alternatives to the Meta playbook. They are where it travels next.

Chapter 7: the Q1 2027 setup, step by step

Marketing S'mores mascot by a campfire

Do these in order, in the week between Cyber Monday and the January reset. Total: about four hours of work and two weeks of waiting.

Step 1: audit (60 minutes)

  • Event Match Quality above 7.0. If not, fix CAPI before anything else.

  • Count campaigns per product line. Merge anything over five.

  • Read the Creative Diversity rating on every active ad set. Write down how many are below High.

  • Check product browsing on every live ad. Make it a decision, not a default.

  • Open Threads placement performance since Oct 26. Note CPM and conversion quality.

  • Pull attribution with both click-through and engage-through visible. Save it as the new baseline.

  • If you spend in the EU or UK, add location fees to the Q1 forecast.

Step 2: structure (30 minutes)

  1. One Advantage+ Sales campaign, CBO, marked as acquisition, broad targeting, exclusion-only custom audience of existing customers, 10–15 proven creatives across at least three Entity ID families.

  2. One testing campaign, ABO, one concept per ad set, $20–50/day each, broad.

  3. If you are under 50 conversions a week but over 25, switch value optimization on.

Step 3: creative batch (2 hours of briefing)

Brief nine concepts using 3-3-3: three angles, three formats, starting with the funnel stage you are thinnest in. Prioritize a founder-to-camera video, a creator UGC clip, and a polished product piece, because those are three guaranteed-distinct Entity IDs. Let Meta's static-to-video fill in format variants after the concepts are approved.

Step 4: protocol (write it once)

  • No-touch window: 5–7 days or 50–75 conversions per test ad set.

  • Graduation: CPA at or below target, and the ad set's diversity rating stays High when the winner is added to scaling.

  • Retirement: CTR down 30% from week one, or CPA 30% over target after a full window.

  • Scaling: +15–20% every 2–3 days while MER holds.

  • Agent permissions: reports, variants and fatigue flags; every change staged for approval; budget moves over 20% are human-only.

Step 5: cadence

New batch of concepts every two weeks. MER weekly. Attribution triangulation monthly. Incrementality test in Q1 and Q3. Read the changelog in this newsletter three mornings a week, because the next version of this table is already being written.
